Sorry if this is a stupid question but why is that cutter not spinning around when it's in the drill?
With a square cutter as shown, you would only use hammer action on your drilling machine which of course is not rotary or “spinning”.

How long will it last?
we drilled over 200 holes in various brick and blocks and it was still going, we thought that was good enough and great value for money.
Nice . 3 minutes to remove one brick. In a week you'll be finished.
Easy enough to do in a nice soft cinder block, not so easy in real concrete. Makes recessing a box easy, but you still can't recess conduit or wire to it. Nice try, but not worth it.

I was wondering the same thing. It’s like a foster a bit but for concrete. I spent a whole week trying to find an inch and a half version of that. Check McMaster Carr and every place nothing
Do these work on Blue bricks?
Probably not. But for electricians first fixing in new build properties which (if not using stud walling) are 99.99999999% likely to be using lightweight concrete blocks they are brilliant.

Is this the best way to install an exterior outlet? I’ve seen lots of people screw the receptacle box into the brick, but I like this method better because it’s less exposed.

That was a cinder block not concrete doing that in concrete would be way harder
